Yes, it began going down while Clinton was still in office (you can plainly see the surplus was still at about $150 billion when he left). But so far, Bush's trickle-down tax-cuts supply-side call-it-whatever-you-want hasn't done jack to send the deficit anywhere but into the stratosphere.
