US terror report may not be out by polls time

The chairman of a panel examining US counter-terrorism activities prior to the Sept 11 attacks has said he could not guarantee that its report will be ready before the November presidential election.

This was because of a protracted White House vetting process.

The head of the independent commission, former Republican New Jersey Governor Thomas Kean, said he was 'surprised' by the situation but saw no way around it.

The probe, which US President George W. Bush agreed to under pressure, became a political hot potato after former White House counter-terrorism czar Richard Clarke accused Mr Bush of doing a 'terrible job' of fighting terror prior to the September 2001 strikes on New York and Washington.
